I can suggest not to buy the ticket pricing improvements before you buy the public relations. I have noticed that all my flights have lost passengers due to the rise of my ticket prices. So I suggest that you buy public relations first in order to gain more passengers for the flight. And then you can buy ticket pricing because it will just charge those passengers.
That is what I noticed anyway.

Yes, Purchase Public Relations and Minimum Passengers On Board improvements first. I know that they are pricey, but they have the higher returns.
